In all cases, the application of V.A.T. depends on the system to which the company invoiced for airport services is subject.
Customers are responsible for informing SEALAPB's Customer Billing Department of any changes to their fleet: purchases, sales, rentals, leasing, modifications to aircraft characteristics, etc.
In the absence of notification, services will be invoiced according to the characteristics known to Poitiers-Biard Airport.
V.A.T. on airport services (landing, lighting, parking, passenger and fuel fees) is charged at the standard rate of 20% (since January1, 2014).
The system for applying VAT to these services was defined by the Finance Act of December 19, 1978, which is summarized in the table below:

(*) Companies defined in article L.330-1 of the French Civil Aviation Code.
To qualify for the exemption, French companies are required to provide SEALAPB's Customer Billing Department with a certificate valid for the current year, certifying that their international traffic services represent at least 80% of the services they operate.
In the absence of this certificate, SEALAPB will apply VAT at the standard rate to its invoices. In this case, no adjustment can be made to invoices already issued, and the VAT exemption will only be effective from the date of dispatch of the certificate, as evidenced by the postmark.
In all cases, the application of V.A.T. depends on the system to which the company invoiced for airport services is subject.
The landing fee is payable to SEALAPB by all aircraft landing at Poitiers-Biard Airport, with the exception of those referred to in the special conditions below.
The landing fee is calculated on the basis of the maximum take-off weight shown on the aircraft's certificate of airworthiness, rounded up to the nearest ton.
Minimum charge for aircraft weighing less than 6 tonnes (except scheduled airlines and military aircraft).

These packages include an unlimited number of landings and outdoor parking. Lighting is not included in these packages.
Landing fee packages are reserved for airport and Vienne-based flying clubs, and are subject to a minimum one-year commitment. The package is tacitly renewed each year. Any request to join or cancel must be notified by post with 2 months' notice.

The lighting fee is payable by all aircraft taking off from or landing at an airport open to public air traffic, either at night or during the day when visibility is poor.

A parking fee is payable to SEALAPB for all aircraft parked on the Poitiers-Biard Airport right-of-way under the conditions described below.
The parking time is counted for each aircraft between the time of landing and takeoff, and is based on air traffic control (strip) data, which has official documentary value.
The parking fee is calculated per hour of parking on the basis of the maximum take-off weight shown on the aircraft's certificate of airworthiness, rounded up to the nearest ton.
SEALAPB determines where aircraft can be parked.

Charge for use of passenger reception facilities
This fee is payable for the installation of common-use structures and premises used for the embarkation, disembarkation and reception of passengers, and by any carrier operating an aircraft for commercial purposes, or by an aircraft with a maximum take-off weight of over 6 tonnes which is not operated for commercial purposes. It is calculated on the basis of the number of passengers shown on the outbound traffic form submitted to the airport by the following categories of carrier:
- Scheduled airlines,
- Companies operating charter or chartered flights,
- Companies engaged in other forms of on-demand transport,
- Cab planes,
- Generally speaking, all carriers.
Full details of this fee were set out in a circular issued by the Minister of Transport (AC n° D.B.A. dated March 17, 1971).
